PennDOT announces funding opportunity for EV charger repairs and replacements

The Pennsylvania Department of Transportation (PennDOT) has released Round 1A of the Electric Vehicles Charger Reliability and Accessibility Accelerator (EVC-RAA) Funding Opportunity. The program aims to repair and replace broken or non-operational electric vehicle (EV) chargers to enhance the reliability of existing charging infrastructure across the state.

With the support of the federal Bipartisan Infrastructure Law (BIL), PennDOT is making continued investments in strengthening EV infrastructure in Pennsylvania. The goal is to rapidly deploy BIL investments, address climate change, and ensure the future of transportation in the state is cleaner, safer, more affordable, and more reliable.

In Round 1A, PennDOT has selected proposals from Electrify America and Leg Up Farmers Market, with $300,000 allocated for funding. Electrify America will replace legacy chargers with their latest Gen 4 chargers at the Willow Grove Mall, making it the only DC Fast Charge site south of Interstate 276 along the Easton Road/York Road corridor in the Willow Grove and Abington areas. Meanwhile, Leg Up Farmers Market will replace existing chargers with new Level 2 units at their grocery store location in York.

The EVC-RAA Funding Opportunity is open for eligible parties to apply for repair or replacement of non-operational chargers. Eligible locations can pursue funds to improve their equipment and ensure compliance with Federal Rule requirements. The online Proposal period for Round 1A is scheduled to open on November 11, 2024, and close on January 10, 2025. There are 172 remaining locations eligible for funding based on the list established by the Federal Highway Administration (FHWA). PennDOT’s EVC-RAA program currently has $4.7 million in funding available. Funding can only be used to bring charging stations up to FHWA standards, with requirements such as operating a minimum of four charging ports and maintaining a greater than 97 percent uptime.

The BIL’s National Electric Vehicle Infrastructure (NEVI) program provides funding to states for strategic deployment of EV charging infrastructure. The EVC-RAA program, which is part of NEVI, focuses on repairing and replacing non-operational chargers to improve reliability. Pennsylvania is eligible to compete for federal funds through the BIL’s various grant programs.
